We kindly request you to submit your quotation for the Procurement of Vehicle as detailed in Annex 1 of this RFQ. Quotations should be accompanied by a valid business registration document. The submission date has been extended from February 12, 2026, to February 16, 2026, at 17:00 GMT either via email to procurement@cerathdev.org or delivered to the project office at 7 Baiden Ave, 2nd St, Westlands, Accra. Quotations submitted via email must not exceed 5MB in size, must be virus‑free, contain no corrupted files, and be transmitted in a single email. Any submission that fails to meet these requirements will be rejected. It shall remain your responsibility to ensure that your quotation will reach the address above on or before the deadline. Quotations that are received by CDO after the deadline indicated above, for whatever reason, shall not be considered for evaluation. Please kindly ensure that your quotations are signed and in the PDF format.
Please take note of the following requirements and conditions pertaining to the supply of the required Vehicle:
- Vehicle offered shall be reviewed based on completeness and compliance of the quotation with the minimum specifications described above and any other annexes providing details of CDO requirements.
- The quotation that complies with all of the specifications, requirements and offers the lowest price, as well as all other evaluation criteria indicated, shall be selected. Any offer that does not meet the requirements shall be rejected.
- Any discrepancy between the unit price and the total price (obtained by multiplying the unit price and quantity) shall be re-computed by CDO. The unit price shall prevail and the total price shall be corrected. If the supplier does not accept the final price based on CDO’s re-computation and correction of errors, its quotation will be rejected.
- At any time during the validity of the quotation, no price variation due to escalation, inflation, fluctuation in exchange rates, or any other market factors shall be accepted by CDO after it has received the quotation. At the time of award of Contract of Purchase Order, CDO reserves the right to vary (increase or decrease) the quantity of services and/or goods, by up to a maximum twenty-five per cent (25%) of the total offer, without any change in the unit price or other terms and conditions.
- Any Purchase Order that will be issued as a result of this RFQ shall be subject to the General Terms and Conditions attached hereto. The mere act of submission of a quotation implies that the vendor accepts without question the General Terms and Conditions of CDO herein attached as Annex 3.
- CDO is not bound to accept any quotation, nor award a contract/Purchase order, nor be responsible for any costs associated with the Supplier’s preparation and submission of a quotation, regardless of the outcome or the manner of conducting the selection process.
- Please be advised that CDO’s vendor protest procedure is intended to afford an opportunity to appeal for persons or firms not awarded a purchase order or contract in a competitive procurement process. In the event that you believe you have not been fairly treated, you can find detailed information about vendor protest procedures in the following link: procurement@cerathdev.org or https://cerathdev.org/contract/ or use the contact information available on the website.
- CDO encourages every prospective Vendor to avoid and prevent conflicts of interest, by disclosing to CDO if you, or any of your affiliates or personnel, were involved in the preparation of the requirements, design, specifications, cost estimates, and other information used in this RFQ.
CDO implements a zero tolerance on fraud and other proscribed practices, and is committed to identifying and addressing all such acts and practices against CDO, as well as third parties involved in CDO activities.

ANNEX 2: GENERAL TERMS AND CONDITIONS
- ACCEPTANCE OF THE PURCHASE ORDER
- This Purchase Order may only be accepted by the Supplier through signing and returning an acknowledgement copy of it, or by timely delivery of the vehicle in accordance with the terms of this Purchase Order, as herein specified. Acceptance of this Purchase Order shall establish a binding contract between the Parties, under which the rights and obligations of the Parties shall be governed solely by the terms and conditions of this Purchase Order, including these General Conditions. No additional or inconsistent provisions proposed by the Supplier shall be valid or enforceable against CDO unless expressly agreed to in writing by a duly authorized official of CDO.
- PAYMENT
- CDO shall, upon fulfillment of the agreed Delivery Terms, make payment within 30 days of receipt of the Supplier’s invoice and all required vehicle delivery documents (including registration papers, warranty certificates, and inspection reports), unless otherwise provided in this Purchase Order.
- Payment against the invoice referred to above will reflect any discount shown under the payment terms of this Purchase Order, provided payment is made within the period required by such payment terms.
- Unless expressly authorized by CDO, the Supplier shall submit one consolidated invoice in respect of this Purchase Order, covering the full cost of the vehicle and any agreed additional services (e.g., registration, inspection, or servicing).
- The prices shown in this Purchase Order are fixed and non‑adjustable. No price increase shall be accepted except by express written agreement of CDO.
- TAX EXEMPTION
- CERATH Development Organisation is exempted from all direct taxes. In the event any governmental authority refuses to recognize CDO’s exemption from all taxes, the Supplier shall immediately consult CDO to determine a mutually acceptable procedure.
- Accordingly, the Supplier authorizes CDO to deduct from the Supplier’s invoice any amount representing such taxes, unless the Supplier has consulted with CDO before the payment thereof and CDO has, in each instance, specifically authorized the Supplier to pay such taxes, duties or charges under protest. In that event, the Supplier shall provide CDO with written evidence that payment of such taxes, duties or charges has been made and appropriately authorized.
- FITNESS OF VEHICLE / DELIVERY CONDITION
- The Supplier warrants that the vehicle delivered under this Purchase Order conforms fully to the specifications stated by CDO, is brand new, roadworthy, and fit for the purposes for which such vehicles are ordinarily used, as well as for the specific purposes expressly made known to the Supplier by CDO. The Supplier further warrants that the vehicle is free from defects in workmanship and materials, and that all standard manufacturer protections (including warranty and servicing provisions) are provided.
- The Supplier also warrants that the vehicle shall be delivered in proper condition, with all required documentation (registration, inspection, and warranty papers) and adequately protected during transport to prevent any damage prior to handover.
- INSPECTION
- CDO shall have a reasonable period after delivery of the vehicle to conduct a full inspection, including verification of compliance with the specifications outlined in this Purchase Order, assessment of roadworthiness, and review of all accompanying documentation (registration, warranty, and inspection certificates). CDO reserves the right to reject and refuse acceptance of any vehicle that does not conform to the requirements of this Purchase Order. Payment for the vehicle shall not be deemed as acceptance of the vehicle’s conformity.
- Any inspection conducted prior to shipment or delivery shall not relieve the Supplier of its contractual obligations to deliver a vehicle that fully meets the specifications and conditions of this Purchase Order.
- INTELLECTUAL PROPERTY INFRINGEMENT
- The Supplier warrants that the supply and use by CDO of the vehicle procured under this Purchase Order does not infringe any patent, design, trade name, or trademark. The Supplier further guarantees that all vehicle components, software systems (including onboard navigation, infotainment, and diagnostic technologies), and accessories provided are free from any intellectual property disputes.
- In addition, the Supplier shall, pursuant to this warranty, indemnify, defend, and hold CDO harmless from any actions or claims brought against CDO relating to alleged infringement of patents, designs, trade names, or trademarks arising in connection with the vehicle supplied under this Purchase Order.
- RIGHTS OF CDO
- In case of failure by the Supplier to fulfil its obligations under the terms and conditions of this Purchase Order, including but not limited to failure to obtain necessary export licenses, or to make delivery of all or part of the goods by the agreed delivery date or dates, CDO may, after giving the Supplier reasonable notice to perform and without prejudice to any other rights or remedies, exercise one or more of the following rights:
- Procure all or part of the goods from other sources, in which event CDO may hold the Supplier responsible for any excess cost occasioned thereby.
- Refuse to accept delivery of all or part of the goods.
- Cancel this Purchase Order without any liability for termination charges or any other liability of any kind of CDO.
- LATE DELIVERY
- Without limiting any other rights or obligations of the parties hereunder, if the Supplier will be unable to deliver the goods by the delivery date(s) stipulated in this Purchase Order, the Supplier shall (i)immediately consult with CDO to determine the most expeditious means of delivering the goods and (ii) use an expedited means of delivery, at the Supplier’s cost (unless the delay is due to Force Majeure), if reasonably so requested by CDO.
- ASSIGNMENT AND INSOLVENCY
- The Supplier shall not, except after obtaining the written consent of CDO, assign, transfer, pledge or make other disposition of this Purchase Order, or any part thereof, or any of the Supplier’s rights or obligations under this Purchase Order.
- Should the Supplier become insolvent or should control of the Supplier change by virtue of insolvency, CDO may, without prejudice to any other rights or remedies, immediately terminate this Purchase Order by giving the Supplier written notice of termination.
- USE OF CDO NAME OR CDO EMBLEM
- The Supplier shall not use the name, emblem or official seal of CDO or the donor for any purpose.
- PROHIBITION ON ADVERTISING
- The Supplier shall not advertise or otherwise make public that it is furnishing goods or services to CDO without specific permission of CDO in each instance.
- CHILD LABOUR
- The Supplier represents and warrants that neither it nor any of its affiliates is engaged in any practice inconsistent with the rights set forth in the Convention on the Rights of the Child, including Article 32 thereof, which, inter alia, requires that a child shall be protected from performing any work that is likely to be hazardous or to interfere with the child’s education, or to be harmful to the chil’d health or physical, mental, spiritual, moral or social development.
- Any breach of this representation and warranty shall entitle CDO to terminate this Purchase Order immediately upon notice to the Supplier, without any liability for termination charges or any other liability of any kind of CDO.
- SETTLEMENT OF DISPUTES
- Amicable Settlement. The Parties shall use their best efforts to settle amicably any dispute, controversy or claim arising out of, or relating to this Purchase Order or the breach, termination or invalidity thereof. Where the Parties wish to seek such an amicable settlement through conciliation, the conciliation shall take place in accordance with the UNCITRAL Conciliation Rules then obtaining, or according to such other procedure as may be agreed between the Parties.
- Unless, any such dispute, controversy or claim between the Parties arising out of or relating to this Purchase Order or the breach, termination or invalidity thereof is settled amicably under the preceding paragraph of this Section within sixty (60) days after receipt by one Party of the other Party’s request for such amicable settlement, such dispute, controversy or claim shall be referred by either Party to arbitration on applicable law. The arbitral tribunal shall have no authority to award punitive damages. The Parties shall be bound by any arbitration award rendered as a result of such arbitration as the final adjudication of any such controversy, claim or dispute.
- PRIVILEGES AND IMMUNITIES
- Nothing in or related to these General Terms and Conditions or this Purchase Order shall be deemed a waiver of any of the privileges and immunities of the United Nations, including its subsidiary organs.
- SEXUAL EXPLOITATION
- The Contractor shall take all appropriate measures to prevent sexual exploitation or abuse of anyone by it or by any of its employees or any other persons who may be engaged by the Contractor to perform any services under the Contract. For these purposes, sexual activity with any person less than eighteen years of age, regardless of any laws relating to consent, shall constitute the sexual exploitation and abuse of such person. In addition, the Contractor shall refrain from, and shall take all appropriate measures to prohibit its employees or other persons engaged by it from, exchanging any money, goods, services, offers of employment or other things of value, for sexual favours or activities, or from engaging in any sexual activities that are exploitive or degrading to any person. The Contractor acknowledges and agrees that the provisions hereof constitute an essential term of the Contract and that any breach of this representation and warranty shall entitle CDO to terminate the Contract immediately upon notice to the Contractor, without any liability for termination charges or any other liability of any kind.
- CDO shall not apply the foregoing standard relating to age in any case in which the Contractor’s personnel or any other person who may be engaged by the Contractor to perform any services under the Contract is married to the person less than the age of eighteen years with whom may be engaged by the Contractor to perform any services under the Contract.
- OFFICIALS NOT TO BENEFIT
The Contractor warrants that no official of CDO has received or will be offered by the Contractor any direct or indirect benefit arising from this Contract or the award thereof. The Contractor agrees that breach of this provision is a breach of an essential term of this Contract.

The Power to the Fishers (PTF) project, co-funded by the European Union (EU) under the Civil Society Organizations in Research and Innovation for Sustainable Development (CSO-RISE) programme, is a four-year fisheries management intervention being implemented by CERATH Development Organisation (CDO). The goal of the Power to the Fishers project is to enhance the socio-economic livelihoods of fishing communities within selected districts of Ghana’s coastal savannah zones. The main beneficiaries of the project are fish processors and fishermen in the fishing communities of Awutu Senya, Effutu, Gomoa West, Ekumfi, and Shama districts.
The PTF project, which commenced in June 2019, is grinding to a close in February 2023. In line with this, an independent end-line evaluation is required. The purpose of the evaluation will be to assess the impacts of the project since its inception in 2019. The evaluation shall focus on all project outcomes and outputs realized in line with the project’s work plan, chosen approaches, and collaboration with strategic partners. The assignment shall also elicit for project limitations, lessons learnt, and proffer recommendations for next-level programming.

The project aims to achieve a green-circular economy and create livelihood opportunities within the La Nkwantanang- Madina Municipality (LaNMM) through value addition to coconut husks (waste). The project's main beneficiaries are coconut vendors, unemployed youth, market actors, LaNMMA, and adjoining communities.
The Coconut Waste Project officially commenced in January 2020 and is currently at the end of its second year of implementation, and an independent mid-term evaluation is required. The purpose of the evaluation is to examine the level of progress since the project’s inception. The evaluation shall assess the progress that has been made in line with the work plan, activities, and outcomes with regard to their relevance, impact, and sustainability in the past two years of implementation. The Coconut Waste Project (COWAP) seeks to achieve a green-circular economy and create livelihood opportunities through value addition to coconut husk waste in the La Nkwantanang - Madina Municipality. COWAP is being implemented by a consortium consisting of CDO (lead), La Nkwantanang - Madina Municipal Assembly, and Tree Crops Center.
The project is currently in the execution phase of its business cases. The first business case, a coconut waste processing facility, is scheduled to commence operations in December 2022. The second business case is a coconut waste aggregation enterprise starting operations in December 2022. These business cases are independent entities with different management regimes. In view of these, CDO is seeking to hire a project manager to lead the project in its current “agribusiness phase”.

THE CASSAVA TRANSFORMATION PROJECT
The Cassava Transformation Project is the Liberia national component of the European Union (EU)-funded West Africa Competitiveness Programme (WACOMP). WACOMP aims to support selected value chains at the national and regional levels to promote structural transformation and better access to regional and international markets while taking into account social and environmental concerns. The principal objectives of the programme are to strengthen the competitiveness of West African countries and enhance their integration into the regional and international trading system. The WACOMP consists of one regional component and sixteen national components in West Africa. CDO is leading a consortium of local and international organizations comprising of Center for Enterprise Learning, Conservation Alliance, and Rural Integrated Center for Community Empowerment-Liberia to implement the project.
OBJECTIVES OF PROJECT
The goal of the project is to enhance the competitiveness and regional integration of Liberia’s cassava sector through a value chain approach focused on sustainable production value addition, entrepreneurship, sustainable markets, and enabling policies. This is borne out of the global and specific objectives of the call, which seeks to enhance West Africa's competitiveness and integration through trade at the regional and international levels. This project focuses on the second most popular crop in Liberia as the entry point to achieve this goal.
The objectives of the project are:
• Strengthened efficiency of actors engaged in the cassava value chain to improve access to inputs, and markets. • Enhanced production, processing, and commercialization of the cassava value chain. • Cassava value chain enhanced to be financially sustainable, and commercially viable. • Policies, programs, and incentives to stimulate the commercialization of the cassava sector advocated for and implemented.
The project is being implemented in the South-East of Liberia specifically in Grand Gedeh, River Gee, Maryland, Grand Kru, and Sinoe counties.
SCOPE OF WORK & DELIVERABLES
The project is committed to gender equality and social inclusion (GESI). It seeks to empower marginalized groups such as women, children, unskilled youth, persons with disabilities, and also migrants who are grossly disadvantaged in their access to, and ownership of economic resources. The project team seeks to develop and utilize a context-based GESI plan to ensure gender mainstreaming and the empowerment of these identified marginalized groups, particularly women farmers.
In view of that, the project is seeking to engage the services of a consultant(s) or consulting agency with expertise in gender programming in development projects. Specifically, the consultant (s) will undertake the following key activities
This assignment is expected to be undertaken within a period of 10 days.
EXPECTED DELIVERABLES
Based on the scope of work, the consultant(s) or consulting agency is expected to provide the following
- A report on the GESI gaps identified in the project implementation documents.
- A GESI manual for the project team.
- Three training sessions for the project team on GESI principles strategies relevant for the project.
APPLICATION PROCESS
Interested consultant(s) or consulting agencies with expertise and experiences to undertake this assignment are requested to submit the following documents:
- A proposal indicating their expertise, experience, and proposed methodology (this should not exceed 15 pages including cover page, table of content, and any annexes)
- A budget for this assignment
- CVs of the two (max) consultants not exceeding 5 pages per consultant.
