The Liberia Fisheries Governance Project (LFGP), co-funded by the European Union (EU) under the Global Gateway initiative, is a three-year intervention implemented by CERATH Development Organization (CDO – lead) in partnership with Conservation Alliance (CA). The project was designed to strengthen democratic governance within Liberia’s small-scale fisheries sector by enhancing the capacities of civil society organizations (CSOs) and media entities, promoting the Collaborative Management Association (CMA) approach, and advancing inclusive participation of women, youth, and marginalized groups.

Implemented in Sinoe County, the project has delivered key interventions including institutional strengthening of beneficiary organizations, awareness campaigns, facilitation of CMA formation, peer learning exchanges, alternative livelihood support, Village Savings and Loan Associations (VSLAs), and advocacy for sustainable fisheries governance.

As the project approaches completion, an independent endline evaluation is required to assess overall achievements, outcomes, and lessons learned. The evaluation will examine performance against project objectives, focusing on relevance, coherence, effectiveness, efficiency, impact, and sustainability. It will also highlight good practices, challenges, and recommendations to inform future fisheries governance programming. CDO is therefore requesting the services of a consultant or consulting agency to undertake the endline evaluation.

Submission Guidelines

All application documents (technical proposal, financial proposal, CVs, and supporting materials) must be submitted electronically in PDF format to procurement@cerathdev.org.
